perhaps she meant that understanding metaphors is something relative. According to Lakoff and Johnson who specialise in this field, conceptual metaphor depands on whole sets of mappings which can be different for each person in the world. However, there are considerable similarities which make realizations of this conceptualisation (both linguistic and non-linguistic ones) understandable for the majority of receivers.
